Short answer
Not always, but it depends on the building and the changes you make. Licensing for weddings is separate from planning permission, so check with your local council and the register office before assuming you can proceed.
Planning permission and wedding licensing are two different things. A venue becomes legally able to hold civil weddings by being approved by the local authority, usually through the register office. That approval is about the building being suitable for ceremonies, not about land use. Planning permission is a separate matter and is only needed if the building's use changes, or if you are making structural alterations, adding parking, or extending the building. For example, converting a barn that was previously for agricultural use into a wedding venue may well need planning permission, because the use changes. But a hotel or village hall that already hosts events may not need any new permission.
Because rules vary by area and by the building's history, you should not rely on general advice. Contact your local council's planning department and ask whether the intended use is permitted. Also contact the register office to ask about approval for civil ceremonies. If the venue is a religious building, the rules are different again, and you should speak to the relevant body, such as the diocese or the local faith leadership. Remember that approval for weddings can take time, so factor that into your plans. If you are buying or leasing a property to turn into a venue, get professional advice early. The rules can change, so always check the current position with the council and GOV.UK.
