Short answer
Your dress should be hemmed to the correct height for the shoes you will wear on the day. This means a small break at the front and a gentle sweep at the back.
The right hem depends on your footwear and the floor where you will dance. Ask your seamstress to pin the dress while you wear the exact shoes you plan to use. This avoids the common mistake of hemming to bare feet and then tripping in heels.
A good rule is to let the front just kiss the top of your shoe, with a slight break. The back should sweep the floor by a few centimetres so it does not drag when you walk. If you want to dance freely, a shorter back can help. Some brides choose a slightly higher hem for the reception so they can move without stepping on fabric.
Bring your shoes to every fitting. If your heel height changes, the hem will need adjusting again. For layered skirts or trains, discuss whether you want a detachable train so the hem looks clean during the party.
