Short answer
Invite the people who matter most to you as a couple: immediate family, closest friends, and anyone whose presence will make the day feel complete. Keep the list to those you genuinely want beside you.
A micro wedding is about quality, not quantity. Start with the people you cannot imagine marrying without: parents, siblings, grandparents, and your closest friends. If you have children, they should usually be included, and you may want a small role for them.
Next, think about the people who have supported your relationship. A grandparent who has been a steady presence, a friend who hosted you when you first moved in together, a sibling who always picks up the phone. These are the guests who will make the day feel grounded and real.
You do not have to invite everyone who invited you to their wedding. A micro wedding gives you permission to be selective, and most people will understand. If you are worried about hurt feelings, you can tell people you are having a very small ceremony, and perhaps plan a separate celebration later for a wider circle.
Remember that in England and Wales you need two witnesses at the ceremony, and in Scotland two witnesses aged 16 or over. So at the very least, your guest list must include two people who can sign the marriage schedule or document.
